Blacklisting is the process of logging a users IP address and banning them from a server/website. This is sometimes used by search engines to ban certain users for breaching the search engines guidelines.
It is also used by webmasters to block troublesome users. These can be spammers, hackers, fraudsters or just people posting offensive comments on your site.
IP ranges can be used for Blacklisting however this is not recommended as many users may suffer from the ban to the website.
